asked the Secretary of State for Employment if he will list the public sector bodies such as the Co-operative Development Agency, or projects such as those sponsored by the Manpower Services Commission, which are empowered to finance persons employed in, or expenses incurred in co-operatives designed to provide community newspapers.

[pursuant to his reply, 9 November 1979, c. 324]: As far as responsibilities of my Department are concerned co-operatives engaged in producing community newspapers may be financed under MSC's YOP programme and STEP. In every case the project, individual or expenditure in question would of course have to meet the criteria laid down for the scheme concerned. Information in the form requested about particular projects under the MSC programmes could be obtained only at disproportionate costs. Questions relating to the Co-operative Development Agency are the responsibility of my right hon. Friend the Secretary of State for Industry.
