asked the Secretary of State for the Environment whether he will now publish his detailed proposals for adjusting the rate support grant against the rate proposals of individual local authorities.

The general principles of the proposed transitional arrangements for 1980–81—pending the introduction of block grant—are set out in the report on the Rate Support Grant Order 1979 which I laid before the House on 28 November 1979. The detailed basis on which any grant abatement might be applied cannot be determined until information on authorities' expenditure plans for 1980–81 becomes available in late spring-early summer.

asked the Secretary of State for the Environment whether he will consult further with local authorities regarding his proposals concerning rate support grant in future years.

Yes, The local authority associations will be consulted fully about the development of the new block grant arrangements.
