asked the Secretary of State for Social Services if he will use his statutory default powers in connection with any local authority which has assessed a disabled person as being in need of a service but has declined to provide it because the service has been withdrawn on the grounds of financial expediency.

The exercise of my right hon. Friend's statutory powers must depend upon the facts of the particular case.
