Mr. Secretary Whitelaw, supported by Mr. Chancellor of the Exchequer, Mr. Secretary Younger, Mr. Secretary Ed- wards, Mr. Secretary Atkins, Mr. Secretary Carlisle and Mr. Leon Brittan presented a Bill to amend and supplement the Independent Broadcasting Authority Act 1973 in connection with the provision by the Independent Broadcasting Authority of a second television service and otherwise in connection with the functions of the Authority: to establisha Broadcasting Complaints Commission, to require consultation between the British Broadcasting Corporation and the Authority about the scheduling of television programmes in Welsh; and for connected purposes: and the same was read the First time; and ordered to be read a Second time tomorrow and to be printed.
