asked the Secretary of State for Social Services what is the average rent and rates addition currently paid to recipients of supplementary benefit.

At August 1979, the average rent addition included in the assessment of all householders in receipt of supplementary benefit was £7·20. This includes water rates, mortgage interest for owner-occupiers, and so on, as well as rent and rates. It is not possible to give an estimate for rent and rates separately.
