asked the Secretary of State for the Environment if he will undertake a study of the demunicipalisation of the architects' department of the Royal borough of Kensington and Chelsea, with a view to assessing how other local authorities could adopt this course of action.

I welcome the initiative taken by the royal borough of Kensington and Chelsea. I understand that the scheme has yet to be implemented. I shall watch its progress with interest as. I hope, will other local authorities.
