The following fixed limits are placed on the number of Soviet officials resident in the United Kingdom for periods longer than three months:

| Soviet Trade Delegation | 47 |
| Other Soviet organisations, including commercial organisations, press, etc | 106 |
| Temporary appointments to the Soviet Trade Delegation for periods of 1–3 months | 13 |
