asked the Secretary of State for Social Services when he proposes to implement those sections of the Children Act 1975 which provide that infant adoptions should be placed through a registered agency, in the light of the fact that private or third party adoptions are still commonplace.

No dates have yet been set for further implementation of the Children Act 1975 in England and Wales. The Department and the Welsh Office are currently re-examining the costs of the unimplemented provisions of the Act in co-operation with the local authorities, on whom the responsibility for operating the Act will mainly fall. We shall then consider the prospects for further implementation.
