asked the Minister of Transport whether he will make a statement on progress towards the replacement of the present totting-up system for road traffic offences by a points system, combined with an extension of the fixed penalty system to a wider range of offences.

These matters are being considered by a working group set up jointly by my right hon. Friend the Home Secretary and myself. We expect to receive its report in the summer.
