asked the Lord Privy Seal if the Secretary of State for Foreign and Commonwealth Affairs signs all warrants for the tapping of telephones and mail by organisations for which he is responsible.

Successive Governments have in the past considered it inappropriate to comment on such matters. I propose to maintain this practice.
