asked the Secretary of State for Wales if he will take steps to set up an independent public inquiry into the circumstances that led up to the widespread floods in Wales in the winter of 1979, and the warning procedures currently in operation.

No. These matters are under review by the local authorities, the police and the Welsh Water Authority and appropriate action to deal with future emergencies is already in hand. I do not believe that a public inquiry would further matters.
