asked the Secretary of State for Social Services what comments he has had from the National Development Group for the Mentally Handicapped on the implications for mentally handicapped people of the proposed restructuring of the National Health Service; what reply he has sent; and if he will make a statement.

I have received a paper from the group commenting on the Government's proposals as set out in " Patients First " and I have discussed the subject with the chairman of the group, Professor Peter Mittler, both before and after receiving that paper. I am placing a copy of the paper in the Library of the House and will be considering the group's comments along with the many others we have received.
