asked the Minister of Transport whether he will seek to require caravan owners to obtain a road fund licence for their vehicles when they are towed on the highway.

No, there would be substantial administrative costs and difficulties in setting up a new registration system for the 250,000 or so vehicles involved which would not be justified by the level of revenue likely to be raised if the tax was set at a fair level to reflect the relatively low road usage by caravans.
