asked the Lord Privy Seal if he will make a further statement on constitutional developments in Namibia.

The Five do not recognise the "National Assembly" in Namibia, as it is based on the unilateral elections of December 1978. The constitutional developments recently announced in Namibia do not alter the international status of the territory, nor South Africa's responsibility under the United Nations plan accepted by all the parties.
