I wish to make a personal statement about an incident that occurred during a series of interventions by the right hon. Member for Rhondda (Mr. Jones) in the course of the winding-up speech by my hon. Friend the Under-Secretary of State for Wales at the end of the debate on Welsh affairs last Thursday.I should like to apologise to the right hon. Member for Rhondda for suggesting that he might have been drinking, a suggestion which was unjustified and which, of course, I withdraw. I should also like to apologise to you, Mr. Speaker, for making your task more difficult by a remark from a sedentary position that was out of order. I hope that St. David's Day is an appropriate moment to make amends.
