asked the Secretary of State for Transport what plans he has for reducing the use by heavy lorries of the south circular road.

The GLC is responsible for traffic management in London and is also the highway authority for the south circular road. It has commissioned a panel of inquiry to report to it on the effects of heavy lorry bans in London. For my part, I am giving the highest priority to completion of the M25 around London, which will offer a new route for lorries that do not have business in London.
