asked the Secretary of State for the Home Department what is the average time in the Metropolitan Police area which elapses between the arrest of a person and his being charged or released.

I regret that this information is not available. But the Royal Commission on criminal procedure found that, in England and Wales as a whole, about three-quarters of all persons arrested by the police were charged with an offence or released within six hours.
