asked the Secretary of State for Scotland if, in the light of the recommendations contained in the annual report of the chief constable of the Strathclyde region that urgent consideration should now be given to the introduction of a form of "caring" legislation on solvent abuse, he will consider introducing such legislation.

I refer the hon. Gentleman to the reply which I gave earlier today to the hon. Member for Glasgow, Shettleston (Mr. Marshall).
