asked the Secretary of State for Scotland if he will publish in the Official Report a table showing for each Scottish housing authority and for authoities as a whole (a) the provisional maximum housing revenue account capital allocation for 1982–83, (b) the provisional minimum housing revenue account capital allocation for 1982–83, (c) the rate fund contribution guideline for 1982–83, (d) the budgeted rate fund contribution for 1982–83, (e) the final housing revenue account capital allocation for 1982–83, (f) the difference between (a) and (e), and (g) a statement as to which of the five methods each authority's (c) was calculated.
I think that the comparison with which the hon. Member is concerned is best made by comparing columns (b) and (e) in the following table, as in column (f) of the table. As regards (g), the hon. Member will see that I regard it as misleading to talk of five different methods of calculation.
