I beg to move Amendment No. 112 in page 65, line 15, leave out 'over school age' and insert `taking part therein'. The purpose of this amendment is to make it clear that, although leisure and recreation provision is handed over to the districts, the responsibility for further education in the widest sense will remain the responsibility of the regions. Nothing in the Bill is intended to confine the activities that the regional council might wish to mount to promote the educational development of those within its area.

34B. In section 7(2) (c) (which relates to matters being referred to the Lands Tribunal for Scotland)—
I beg to move Amendment No. 114, in page 65, line 31, at end insert—
This amendment ensures that exemption from a liability to pay rates in respect of certain domestic lands and heritages situated within an enterprise zone in Scotland should clearly apply to those parts of properties straddling a boundary which lie within the enterprise zone. That was always the Government's intention.'35A. In paragraph 33 of Schedule 32 (which makes provision as regards rates in Scotland in respect of lands and heritages in an enterprise zone),—(a) at the end of sub paragraph (1) there shall be added the following proviso— "Provided that where the lands and heritages are situated only partially within any one enterprise zone their value shall, for the purpose of determining what rates (if any) are payable in respect of the lands and heritages, be apportioned between so much of them as lies within, and so much of them as lies outwith, that zone as if— (i) the apportionment were by reason of their extending into two or more rating areas; and (ii) the boundary of the enterprise zone were the boundary of such an area."; and (b) at the end of sub-paragraph (4) there shall be added the words "; and `rating area' means the area of a rating authority.".'.
