asked the Secretary of State for the Environment if he will list those local authorities which have underspent on their housing investment programme allocations for sheltered housing in the past year.

Housing investment programme allocations are made in a single block. In addition, authorities are free to increase their allocations on account of capital receipts. It is for them to decide their own priorities for investment within those available resources. Details of each authority's overall housing investment performance last year are given in my reply to my hon. Friend the Member for Reading, North (Mr. Durant) on 27 July.—[Vol. 28, c.460-75.]
