British Shipbuilders

Electricity (Financial Provisions) (Scotland)

Mr. Secretary Younger, supported by Mr. Alexander Fletcher and Mr. Nicholas Ridley, presented (under Standing Order No. 91 (Procedure upon bills whose main object is to create a charge upon the public revenue)) a Bill to increase the statutory limits on the amounts outstanding in respect of borrowings by the Scottish Electricity Boards; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 3].

Divorce Jurisdiction, Court Fees And Legal Aid (Scotland)

Mr. Secretary Younger, supported by the Solicitor-General for Scotland, Mr. Allan Stewart and Mr. Nicholas Ridley, presented a Bill to extend the jurisdiction of sheriffs in Scotland in relation to actions for divorce; to make provision as regards the sufficiency of evidence in certain actions for divorce in Scotland; to make new provision in Scotland as to the fees and outlays of counsel and solicitors in relation both to legal aid and to the giving of legal advice and assistance under the Legal Advice and Assistance Act 1972; to make new provision in relation to the regulation of fees payable in the Scottish courts; and for connected purposes; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 2].

Housing And Building Control

Mr. Secretary Heseltine, supported by Mr. Secretary Whitelaw, Mr. Secretary Edwards, Mr. Leon Brittan, the Attorney-General, Mr. John Stanley and Sir George Young, presented a Bill to make further provision with respect to the rights of secure tenants in England and Wales and, in connection therewith, to amend the objects of certain housing associations and housing trusts; to amend the law of England and Wales relating to the supervision of building work, the building regulations and building control; and for connected purposes; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 4].

Water

Mr. Secretary Heseltine, supported by Mr. Peter Walker, Mr. Secretary Edwards, Mr. Nicholas Ridley, Mr. Tom King, Mr. Peter Rees and Mr. Giles Shaw, presented a Bill to make provision as to the constitution and procedure of water authorities and their borrowing and other powers and as to arrangements for the carrying out of their sewerage functions; to enable water authorities and statutory water companies to provide advice and assistance outside the United Kingdom; to provide for the dissolution of the National Water Council and the Water Space Amenity Commission; to repeal section 25(1)(d) of the Local Government Act 1974 and the Water Charges Equalisation Act 1977; and for connected purposes; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 6].

Transport

Mr. Secretary Howell, supported by Mr. Secretary Whitelaw, Mr. Secretary Heseltine, Mr. Secretary Tebbit, Mr. Leon Brittan and Mr. Reginald Eyre, presented a Bill to make further provision with respect to the finances and management of certain Transport Executives; and to reduce the indebtedness of the National Dock Labour Board in respect of money borrowed from the Secretary of State for financing severance payments to registered dock workers; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 5].

Agricultural Marketing

Mr. Peter Walker, supported by Mr. Secretary Prior, Mr. Secretary Younger, Mr. Secretary Edwards, Mr. Leon Brittan, Mr. Alick Buchanan-Smith, Mr. Peter Rees and Mrs. Peggy Fenner, presented a Bill to establish a body corporate to be known as Food from Britain to improve the marketing of food produced or processed in the United Kingdom and of other agricultural produce of the United Kingdom; to transfer to Food from Britain the functions of the Central Council for Agricultural and Horticultural Co-operation and to dissolve the Central Council; to enable certain other marketing organisations to make contributions to Food from Britain; and to repeal section 61(9) of the Agriculture Act 1967; And the same was read the First time; and ordered to be read a Second time tomorrow and to be printed [Bill 7].
