asked the Secretary of State for the Environment if he will encourage local authorities with capital underspend to devote such resources to insulation of council owned houses and flats.

All English local authorities were invited in the Department's circular letter of 29 October to apply for additional housing investment programme allocations where they were needed to carry out additional capital expenditure this year. Those additional allocations may be used for the insulation of council-owned dwellings.
