asked the Secretary of State for Transport if, when calculations are made to assess the cost of pavement damage attributable to 38-tonne gross vehicle weight lorries, he will continue to use the fourth power law to reflect the relationship between axle weight and pavement damage.

Yes. I accept that the best single approximation to use for the assessment of road damage is the fourth power relationship between axle weight and road damage.
