asked the Secretary of State for the Environment if he is satisfied with the definition of gipsies in section 16 of the Caravan Sites Act 1968.

The definition in section 16 was examined by Sir John Cripps in his 1976 report on the working of the Caravan Sites Act 1968. He was unable to suggest any improvement.More recently, my Department last year carried out a detailed study of this question. The resulting report, entitled "Defining a Gypsy" — a copy of which was placed in the Library—again reaffirmed the appropriateness of the existing definition.
