asked the Secretary of State for Employment on what factors he bases his estimation that once the second year of training announced in the Budget in respect of youth training scheme is operational all school leavers under the age of 18 years will have access to a job, training or further education.
[pursuant to his reply,29 March 1985]: Our aim, once the extended youth training scheme is fully in operation, is to be able to offer places on it to all 16- and 17-year olds who are not in either education or a job.
