asked the Secretary of State for Transport what discussions his Department has had with the Singapore Government about their civil aviation policy and about the availability of reciprocal landing rights in Singapore to a United Kingdom carrier in return for Singapore Airlines flights to Manchester; and if he will make a statement.

As required under Article 12 of the "United Kingdom/Singapore Air Services Agreement" (Cmnd. 4619) consultations are taking place with the aeronautical authorities of Singapore about services to Manchester. The availability of rights of equivalent value to a United Kingdom carrier will be one of the matters for discussion.
