asked the Secretary of State for the Environment what has been the increase in real terms in spending on the urban programme in the London borough of Waltham Forest since 1979.

If general inflation in the economy (as measured by the GDP deflator) is taken into account, the borough's allocation has increased by 51 per cent. in cost terms.
