asked the Secretary of State for Foreign and Commonwealth Affairs what recent discussions he has had with his EEC counterparts concerning an EEC programme for high technology research; and if he will make a statement.

The European Community already has a substantial research and development programme mainly dealing with industrial technology and management of energy resource. The French Government have recently proposed establishing a new European research co-ordinating agency which my right hon. and learned Friend has discussed informally with other European Community Foreign Ministers.
