asked the Secretary of State for Foreign and Commonwealth Affairs whether any representative of Her Majesty's Government will be present in Windhoek, Namibia, when the new transitional administration will be inaugurated; and if he will make a statement.

No. We have made it clear to the South African Government that we do not recognise the new administrative arrangements for Namibia. They do not affect South Africa's responsibility to bring about Namibian independence in accordance with the terms of SCR 435.
