asked the Secretary of State for Social Services what instructions have been issued to local offices of his Department regarding assistance to claimants who are asked to pay deposits in respect of supplies of electricity or gas

A single payment of supplementary benefit to prevent the disconnection of a fuel supply may be made under regulation 30 of the single payment regulations where in the adjudication officer's opinion such a payment is the only means by which to prevent serious damage or serious risk to health or safety Guidance issued by the Chief Adjudication Officer on the application of regulation 30 in cases of threatened disconnection is published in paragraphs 7556–7558 of the "S Manual"—a copy of which is in the Library
