asked the Secretary of State for Trade and Industry what discussions he has had with banks concerning taking more risks in the provision of venture capital to small business; and if he will make a statement.

The Government have sought through initiatives such as the loan guarantee scheme and the business expansion scheme to improve small firms' access to finance. I hope that a secondary effect of these schemes will be to change the attitude of financial institutions, including banks, to risk taking. I will continue to discuss these matters with a variety of financial institutions.

asked the Secretary of State for Trade and Industry if he will take steps to encourage local enterprise agencies to set up business expansion scheme funds which specialise in channelling venture capital of under £50,000 to small firms.

I am anxious that local enterprise agencies should be fully aware of the benefits which the business expansion scheme can offer to potential investors and small companies. I am therefore considering issuing guidance notes designed to inform them of ways in which they might help bring together investors and companies seeking small scale equity capital.
