asked the Secretary of State for the Environment what measures he intends taking to introduce a new system of capital spending controls.

We are considering a number of possible options with the local authority associations. We had a meeting with the associations on 20 May and there has been further correspondence since. Further work is being carried out, but I am not yet ready to bring forward proposals.
