asked the Secretary of State for the Environment if he will make a statement on the preservation of the green bell: in Hertfordshire and the other home counties in the light of motorway developments such as the M25 London orbital route.

The guidance in March 1984 to local authorities in the south-east on the M25 and land-use planning in the south-east made clear that the general presumption against development in the green belt is not affected by the M25 and that there should continue to be the strongest restraint on development there.
