asked the Secretary of State for Transport how, in the light his Department's press notice 211, he proposes that the number of cars entering central London and traffic levels in inner London, including those on orbital routes such as the south circular, should be controlled.

As my speech quoted therein made clear, there is no easy answer to London's complex traffic problems, but a sensible balance between public and private transport is the right approach. Seeking to control traffic by fostering bad conditions and congestion is certainly not the right way forward. The importance of proper studies of environment and traffic in specific areas such as the south circular corridor is all the more vital with the changing traffic patterns as the M25 approaches completion.
