asked the Secretary of State for the Home Department what expenditure levels he proposes to set in respect of 1986–87 for the new joint police and fire and civil defence authorities in the metropolitan areas, and the London fire and civil defence authority.

For these authorities, which under the Local Government Act 1985 will, for three years, be deemed to have been designated under section 2 of the Rates Act 1984, I propose to determine expenditure levels as follows:

The above figures are net of receipts and pension contributions and, for police and civil defence, of specific grant.

These proposals will be conveyed to chief executives of the Metropolitan districts and London boroughs, the Director-General of the Greater London council, chief executives of the Metropolitan counties and chief officers of Metropolitan county police forces and fire brigades and the London fire brigade together with further guidance on the establishment of the new joint authorities which I intend shall be issued next month.

Formal notice of the expenditure levels which I determine will be served on the new authorities when they are constituted. They will be advised at the same time of the procedure for applying for re-determination of the expenditure levels.
