asked the Secretary of State for Scotland whether legislation will be introduced so that housing association tenants of general needs housing in Scotland are given the right to purchase their homes with a discount on the same basis as in England and Wales.

I refer my hon. Friend to the answer which I gave him on 22 July 1985. The aim of the legislation which my right hon. Friend proposes to introduce will be to place housing association tenants in broadly the same position as other sector tenants in Scotland.
