asked the Secretary of State for the Environment what is his policy towards applications for listed building consent which have been refused solely because it is the policy of the planning authority not to allow UPVC framed windows in old buildings.

Guidelines to local planning authorities on alterations to listed buildings are contained in appendix IV and DOE circular 23/77. Each case must be considered on its merits. An applicant who has been refused consent has a right of appeal to my right hon. Friend.
