asked the Secretary of State for Social Services if he has any evidence of the use of human embryos for the manufacture of cosmetic goods; and whether his officials will co-operate with the Council of Europe in their pursuance of this question in a European context.

We are considering material relating to allegations made in the BBC television programme "Tomorrow's World" on 31 October. I understand that the Council of Europe Legal Commission has been asked by the Parliamentary Assembly to look at this general question in a European context. The United Kingdom will certainly have an opportunity to contribute to any proposals which emerge from that.
