asked the Secretary of State for Defence if he will make a statement on his Department's role in emergency powers planning.

As my right hon. Friend the Prime Minister explained in answer to the hon. member for Kingston-upon-Hull, north (Mr. McNamara) on 11 November at column 50, the need for emergency legislation has been kept under review by successive Governments. My Department is naturally closely involved in this process.
