asked the Secretary of State for the Environment what he expects to be the effect on retired people who are ratepayers of the implementation of the Government's proposals on the reform of the domestic rating system.

On average, pensioner households would gain from our proposals. The benefit would he greatest for single pensioners, where 85 per cent. would pay less under a community charge system than under domestic rates.
