asked the Secretary of State for the Environment if he will make it his policy to call in planning applications for permission to build on greenfield sites outside cities in which there is vacant, dormant or derelict land which could be used.

No. We consider each case referred to us on its merits but our general approach is to call in cases only if planning issues of more than local importance arise.
