asked the Secretary of State for Transport if it is his intention to examine the need for emergency escape windows in cross-Channel ferries; and if he will make a statement.

Under the Merchant Shipping (Passenger Ship Construction) Regulations 1980 every main compartment designated for the use of passengers and crew must be provided with two means of entry and exit. To date, such arrangements have proved adequate. If, however, the investigations into the loss of the Herald of Free Enterprise show that additional means of exit or emergency escape windows are necessary on cross-Channel ferries, I will ensure that the appropriate measures are taken.
