asked the Secretary of State for Transport when he now expects to announce a decision on proposals for a second Severn crossing; and if he will make a statement.

The Government decision to provide a second Severn crossing, to be a bridge across the English Stones, was announced in July 1986. As my right hon. Friend the Secretary of State for Wales told the House in the Welsh affairs debate on 2 March 1987, planning of the project is going ahead with the intention of being in a position to provide the second crossing by the mid 1990s.
