asked the Secretary of State for the Environment if he will make it his policy to resist the contruction of large new housing estates in designated conservation villages; and if he will make a statement.

Policy on development control in conservation areas is set out in DOE Circular 8/87 published on 25 March. This repeats advice from an earlier circular (23/77) that in considering proposals for new development the emphasis will often be on control rather than prevention, to allow the area to remain alive arid prosperous, but at the same time ensure that any new development accords with its architectural and visual qualities. Policy on the provision of sites for new housing in and around villages more generally is set out in DOE Circular 15/84.
