asked the Secretary of State for the Environment when he last visited the west midlands to discuss the proposed urban development corporation for the Black Country.

I visited the west midands on 11 March and held discussions with leading members of Sandwell and Walsall metropolitan borough councils. Both authorities are to be congratulated on their realism and foresight in accepting the benefits which the designation of an urban development corporation will bring to the Black Country. The constructive attitude of the local authorities means that additional resources will reach the area earlier. The chairman and deputy chairman designate of the proposed UDC are already working with vigour and enthusiasm to ensure that no time is lost in tackling the problems of the area.
