asked the Secretary of State for the Environment how much land in England falls within the definition of open country set out in section 59 of the National Parks and Access to the Countryside Act 1949 as amended by section 16 of the Countryside Act 1968; and, of that land (a) to how much the public has a legal right of access on foot, (b) to how much the public has in practice, but not as of right, access on foot and (c) to how much the public is denied access on foot.
