asked the Secretary of State for Wales if he will investigate delays in paying the hill livestock compensatory allowance to farmers in Gwynedd during the past quarter of the current year; and if he will make a statement.

There were no delays—76·5 per cent. of HLCA claims received in Gwynedd were passed for payment before 31 March and this compares with 67·4 per cent. in 1985. It is not meaningful to make a comparison with 1986 because in that year, a system of advance payments operated.
