asked the Secretary of State for Transport what is the nature of his Department's financial responsibility for losses made, or undertakings given, by British Rail; and if he will make a statement.

My right hon. Friend has no financial responsibility for losses made or undertakings given by British Rail, other than in respect of those activities for which he has a duty under section 3 of the Railways Act 1974. Clause 40 of the Channel tunnel Bill now before Parliament excludes international rail services associated with the Channel tunnel project from those provisions.
