asked the Secretary of State for the Home Department whether he intends to bring forward legislation to prevent the open unrestricted sale of bugging devices for commercial and domestic telephones, and the issuing of guidance and information about their installation; and if he will make a statement.

I do not believe that such legislation directed to the sale of such devices would be the best or most effective way to deal with the issues of privacy that arise.
